Turning 18 in 2026? Guide to Updating Aadhaar, PAN & Voter ID

The First Step: Mandatory Biometric Update for Aadhaar
For children below 15, Aadhaar enrolment captures limited biometrics. If you have a 'Baal Aadhaar' (the blue-coloured card for children under 5) or an Aadhaar made before you were 15, a crucial step awaits you upon turning 18.
As of September 2026, UIDAI rules mandate a biometric update for every individual upon reaching the age of 18. This is not optional; it is essential to keep your Aadhaar active and valid for all services. Failure to do so can lead to the deactivation of your Aadhaar number.
How to Complete Your Mandatory Biometric Update
- What is it? You must provide a fresh set of all ten fingerprints, both iris scans, and a new photograph.
- Where to go? This update cannot be done online. You must visit a physical Aadhaar Seva Kendra (ASK) or an authorized enrolment centre.
- What to bring? Carry your original Aadhaar card or e-Aadhaar printout. It's also wise to carry another ID proof like a 10th-grade marksheet or school leaving certificate.
- Cost: The first mandatory biometric update upon turning 18 is typically free of charge. However, it's always best to confirm the latest fee structure on the official UIDAI website.
Important: Your Aadhaar number will remain the same. This process simply updates your demographic and biometric data from 'child' to 'adult' in the UIDAI database.
From Minor PAN to Major PAN Card
If a PAN card was made for you while you were a minor (often for investments or bank accounts opened by parents), it becomes invalid for most financial purposes once you turn 18. You cannot continue using it as is, nor should you apply for a new one, as holding two PANs is illegal and attracts a penalty.
Instead, you must apply for a 'Conversion of Minor PAN to Major PAN'. This is technically an update or correction request.
Process for PAN Conversion
- Fill the Correction Form: You need to use the 'Request for New PAN Card or/and Changes or Correction in PAN Data' form.
- Update Photo & Signature: The main change is to update your photograph and submit your own signature. The 'under guardianship' status will be removed.
- Submit Documents: You will need your existing minor PAN card, proof of identity, proof of address, and proof of age (your Aadhaar or 10th marksheet works well), along with your new passport-sized photograph.
Once processed, you will receive a new PAN card with your adult photo and signature, but with the same PAN number.
Your Right to Vote: Applying for a Voter ID Card (EPIC)
Turning 18 grants you one of the most significant rights as a citizen: the right to vote. To exercise this right, you must be enrolled in the electoral roll and possess an Elector's Photo Identity Card (EPIC), commonly known as a Voter ID card.
How to Get Your First Voter ID in 2026
Thanks to recent changes by the Election Commission of India (ECI), you can now apply in advance. You can submit your application as soon as you turn 17, and your Voter ID will be processed and issued once you officially turn 18.
- Application Form: Use Form 6 for 'Inclusion of Name in Electoral Roll for First-time Voter'.
- Online Portal: The easiest way to apply is online through the official Voter's Service Portal (VSP) or by using the Voter Helpline mobile app.
- Required Documents: You'll need a recent passport-sized photograph, proof of birth date (like a birth certificate or 10th marksheet), and proof of residence (like your updated Aadhaar card or a parent's utility bill).
Don't Forget These Other Important Updates
Your journey to adulthood in official records doesn't stop with Aadhaar, PAN, and Voter ID. Remember to update these as well:
- Bank Accounts: Visit your bank to change the status of your account from minor to major. This process, known as KYC re-verification, will allow you to operate the account independently.
- Driving Licence: You are now eligible to apply for a permanent driving licence for geared two-wheelers and four-wheelers.
- Passport: If you hold a passport issued when you were a minor, it likely has a shorter validity. When it expires, you can apply for a re-issue to get a new passport with a standard 10-year validity.
