Maharashtra Shop Act: Intimation for 0–9 Workers

Small establishments do not all use the same route

If you operate a shop or commercial establishment in Mumbai, determine the actual worker count before choosing a service labelled Gumasta or Shop Act. Maharashtra’s official labour-system manual explicitly describes Shop and Establishment Intimation for establishments with 0–9 workers. Intimation is not the same document as registration.

The underlying Act was published in the Maharashtra Gazette on 7 September 2017. Do not describe the distinction as a newly announced rule or imply that every very small business must obtain the same registration certificate.

Understand Forms F and G

The official manual describes Form F for intimation of commencement by an establishment engaging fewer than ten employees. Form G is the receipt of intimation. These terms help you check what was actually submitted and what evidence the application produced.

A receipt of intimation should not be advertised as an unrestricted licence covering every other activity. Food permissions, tax registration and other business-specific requirements are separate questions. This guide does not decide which additional approvals your business needs.

Prepare the establishment details

• The establishment name and accurate address.
• The commencement date and employer particulars.
• The actual worker count and details requested by the form.
• Identity and premises evidence required by the current upload list.
• Contact details you control and any relevant prior reference.

Do not reduce the reported worker count merely to select an easier service. Review the current instructions for the establishment’s circumstances and seek advice where employment arrangements are unclear.

Check the Mumbai jurisdiction

The state manual describes division, district and office selection, form completion and document uploading. Mumbai applicants should confirm whether their current route is through the municipal system or the state labour service. An old screenshot of another district’s menu does not establish the right route for a Govandi address.

Read the live mandatory fields before arranging scans. Keep readable, complete documents rather than cropped pictures that omit the address or issuing details.

Keep the receipt and monitor changes

After submission, retain the acknowledgement and check the establishment particulars and document type. The manual’s description of receipt generation is not a guarantee against technical problems or incomplete applications.

If staffing later reaches the registration threshold, obtain current advice on the applicable next steps. Do not invent a deadline or assume the original intimation automatically becomes a registration certificate.
